That is Death Sentence being cast. It is an ability that hits the tank for a large amount of damage and leaves a healing debuff. It is present from the beginning of the fight.

Getting hit like in the video does not report any damage in our damage logs or combat text. We just die.

The fact that there is no damage makes me think in my head that the mechanic is intended..
