I'll just say that I agree there is likely some kind of congestion happening somewhere between the client and the dc. But that is something that may or may not be in SE's control.

Any company running a AAA MMO is absolutely in control of a good chunk of their general network path. They choose which backbones to peer from, how many, and how. They can then make sure that specific internet segments route through specific paths that they want.
Unless the issue is somewhere in your local ISP, or their uplink if they are a small carrier, SE should have some control over it.
