What he meant is that everything on that list should be implemented by the end of the summer. So it will all be done for August/September.Sure sounds like it, but I read the French version and it's poorly translated and even more vague, so my guess is that it's just a translation artifact and that it's until the end of the summer. If not, why not simply stating "to be implemented in patch 1.18" which is planned for mid june?
The Japanese version also says basically "until summer 2011." He bolded it for emphasis for a reason.
The same debate popped up with this wording:
People, for some reason, believe it means something other than implementing the patch, which is why they changed it to:At the following time, we will be performing maintenance on FINAL FANTASY XIV corresponding to the upcoming release of patch 1.16.
So until he corrects it, it's basically saying from now until summer they plan to pump out these changes.t the following time, we will be performing maintenance on FINAL FANTASY XIV to implement patch 1.17b. During this period, FINAL FANTASY XIV will be unavailable.

Overall, I am please with the letter. If everything gets implimented like it sounds (I say this as an optimist, not a pessimist), there will be so much depth to this game, just like a Final Fantasy should be.
