Increasing Myth Cap per week?

IMO myth cap should never increase, i don't like the idea of casuals running around in welfare ilvl90. Tome gear should never exist in the first place.

I don't think you understand what welfare means. You could argue that the level 45/50 AF pieces are welfare since they are practically given to you, AF+1 requires enough time to earn 300 myth per week every week to minimise the time spent between pieces.
