Probably nothing wrong with your hardware but maybe something with your software?

1. Try uninstalling and reinstalling the game
2. Try the 13.10 Beta2 drivers (uninstall previous drivers)

I guess your SSD is AHCI enabled?

I'll try all this after work. Yes it is AHCI enabled. Game is installed on a samsung 830 128gb separate from the boot drive with 20gb free.

FPS isn't an issue. Just loading into the game, waiting for characters to load, and waiting on certain things like quest completion to trigger. Really just quest completions, they always seem to take forever for the rewards screen to pop up for me. That's if I don't have to wait in the area for the NPC's to load.
