More like anyone serious who doesn't want to hold back their party is going to re-roll PLD. Some people don't care about being dead weight. Other people don't like to be the player holding their group back.

P.S. this thread is wrong. You should not hold onto Wrath stacks unless you're taking a high enough amount of damage that is basically unhealable. You should drop IB in pretty much any situation where you will fully benefit from the heal.

Also, you can't have "all those buffs" up for 15 seconds. They all have ~1 second cast time. Why you would want to stack them all is beyond me in the first place. stacking all your CD's at the same time is pretty much the most stupid thing you can do.

I'd really hate to heal someone who actually blows all of their cooldowns at once like you posit you're supposed to.
