No, but you're going to have to do more overmelds to get the same effect as higher tiers. And, as I said, as you do multiple overmelds, your chance of doing it successfully drops sharply.

But see if you need 2 of a stat to cap it, wouldn't it make sense to overmeld a materia with 2 stats instead of 4 and get them wasted?

Yes, that would make sense; using the higher level Materia would be a complete waste. It might be that it would benefit the item more to use a *different* high-level Materia to get more of a different stat, but if you've absolutely got to have all of that stat you can get, using a higher level Materia would just be throwing your money away.
