Then next time you start lagging make a shout, ask in fc, ask in ls and write "How many people are lagging this instant?". If it's just a few then you'll know where the problem is.
You don't read well do you? When a server is congested it doesn't limit all of the incoming connections, just enough of them to make it run well for the others.
