You can (and are most likely meant to) cast those buffs between your GCDs. One of them, not several. Cure, PoM, Cure, etc.
This is how all healers I know do it and it works well for them.
Question: What do you mean with "spin around when i cast Divine Seal"?
Edit: As you cast it between your GCDs there is no actual waiting for the animation to wear off before you can heal. It just prevents you from using multiple "instant" (off GCD) abilities at once.

if it is meant to be that way, the UI should be reworked so it's damn obvious it is meant to work this way. Right now it looks broken. It looks like SE development teams lack coordination between them, UI team is doing one thing and the combat mechanics guys another, and encounter mechanic guys doing their stuff.. then you put it all together and BAM - broken gameplay.
