Clearly you dont. No AM or PM means its 24hr, plain and simple.

Having a 0 in front of 7.00 doesn't make it 24 hour
Not having AM or PM makes it 24 hours.

It is common practice to have a 0 in front but it is NOT a requirement. But one universal thing is the LACK of AM or PM.
It truly is as simple as if there is no AM or PM it is 24hour.
