What you claimed are excuses are the realities of the internet.
Judging from Google results it does not play fine, the reality is basic physics and networking mean localised data centres give better performance, which is why many games go to the expense of having separate data centres, your excuses don't alter that fact.

Shorter distance doesn't automatically mean fewer hops, or better performance from said hops or the cabling used between them. Why is it that there are always people on these forums that do nothing but try to defend the poor state the servers are in? You'd have to be blind to not see the constant stuttering the servers are experiencing. I can't speak for other servers, but Odin lags like a <expletive> every night. EVERY. NIGHT. Doesn't matter what day, from monday to sunday, constant lag spikes during EU primetime well into the night. So why do you people feel the need to belittle the problem, or have the audacity to suggest that the problem is on the user's end, when it's pretty clear it's not. Most MMOs use regional servers for a good reason, it's not some crazy new invention.
Perhaps you should think twice... Does it for example mean more hops / better performance in all cases no, but on average it does, which is why companies go to the expense of separate data centres.

Again you need to think again, based on how the ISPs decide to handle the data and how the routers themselves have been programmed, which routers are currently up/down, the latency of the cables at a given time of day CAN cause you to be sent through more hops and this happens on a regular basis.
