The facts that materials from tomestones sells like hotcake (since crafter were already sitting on millions with early relics sells) invalidates your assumption.
The number of crafter available for 2 star HQ is still very low. It is easier to sell components and buy the finished products (avoiding scams in the process as giving components to a crafter is always a risk)
