Going with Evoker on this one. That is not to say that BLM doesn't have it's place though. They have a CC, near infinite mana (so does SMN to some degree), good burst dps and the best AoE in the game (adds, etc.).

But they lose dps whenever they inevitably have to cast ice spells and their dps does not continue as efficiently if they have to move for environmental reasons :/ Summoners have great sustained damage but it does take time for it to ramp up... at least 7.5 seconds (3 DoT casts).
A blm who knows what they are doing only needs to cast ice 3 once to recover mana,if they dwell to long casting ice spells they are doing it wrong.
