Fix the Global Cooldown on utility skills please!!

Right now they are on Global Cooldown. The delay isn't smaller at all comparing to when I cast Cure or any other spell.

They're not on GCD dude...

If you need a macro to not see the all the bars going on GDC (even if it's less than 2.5 secs), there is something to fix here. Once I activate PoM, Divine Heal or whatever the utility ability, I shouldn't see all my bars with a GDC-ish countdown ont them.

In your exemple, you cast Regen, but if I want Cure or Medica, it means I have to make a macro for that too?!?! With Presence of Mind I have to make 3-4 different macros just to be sure each spell can be cast without delay after PoM?!?! How does that even make any sense??

Like I said, I shouldn't have to make a single macro for something that isn't working properly.

If you need a macro to not see the all the bars going on GDC (even if it's less than 2.5 secs), there is something to fix here.

The only thing to fix is your ability to perceive 2.5 seconds vs a small animation delay. I simply provided the macro to show you proof. Most of us don't need it.

I agree that the animation delay should be removed, but they are no way on a GCD or taking anywhere near 2.5 seconds to go off as you have described.
