I personally think the loss of the tail slot in long/robe armor was more a decency thing than a 'limitation decision'. I mean, especially with the white mage AF, it was practically a window to the posterior. They stopped doing this with the armors introduced late into 1.0, such as the Vanya set. This doesn't explain the heavy armors, but that's what I think about the long/robe armor.
