While you're obviously more experienced than I am at this, doesn't continuous FB>SB usage drain too much TP - while Riot Blade restores it?Pre-26:
Pull one group of mobs with Shield Lob. Then Flash once. Then use Fast Blade -> Savage Blade on your first target, use Flash once more after. Switch to your second target and use Fast Blade -> Savage Blade. Use Flash once more. Rinse and repeat until 2 mobs remain, then just alternate Fast Blade -> Savage Blade without Flash, until the group dies.
I try to alternate to some extent, as I once ended up with no TP in a raid boss encounter, and lost all aggro.
Riot Blade restores MP, not TP. And since it costs 80 TP vs. the 60 TP for either Fast Blade or Rage of Halone, it will drain you faster than the enmity combo.
Both tanks gradually run out of TP over the course of a fight. There isn't much you can do about it. By the time you're running low, you should have enough of a threat lead that slowing down isn't really a problem, though. In a fight where I know adds are coming, and I'm getting low on TP, I'll slow down on the TP moves to make sure I can grab them when they pop. In a fight where it's just the boss, I just go all-out until I can't anymore, and then deal with the pace the TP starvation enforces. Anytime you have to run out of AOE (or out of melee range for any other reason), resist the temptation to Shield Lob unless you absolutely need the extra enmity.
