Actually, in some regions it is. They have case precedent concerning virtual property and such that creates a potential problem for SE when it comes to how their Crysta system works. For instance, the issue of refunds--in some countries it may actually be illegal for SE to not offer refunds.
Thus, some regions have never had Crysta offered to them, and my never because of how SE prefers to manage the system. So, those players have to use a different method of payment for access.
We went 10 rounds over this with XI about 2 years ago. Nothing new... just been a while, so forget exactly where all the restrictions were and likely still are in effect for some regions.
They are getting the XIV time cards out there, just not sure who all has them yet. As I recall the initial reports about it, you would go to a site listed on the card, put in your SE AM credentials, and redeem the code on the card. It's likely integrated into the mog station now, with options that only show up for renewal via the cards when you select that as a method of payment/renewal. Just never tinkered with it myself, as I still had Crysta on the books from when I quit XI, so I intend to just continue with that option for now.
