What constitutes "ditching" is kind of a gray area, it would be difficult for a computer to analyze whether someone does or doesn't have a valid reason to leave the group. If they can figure out some algorithm to fairly judge a person for leaving a group, then by all means implement it, but 3 hours is far too long, I'd say 20 minutes is okay.

An example, in a group and it is so bad my gear breaks for shitty heals, i finally say enuff is a enuff and you want to penalize me 24 hours for a shitty group?

Something that would solve this or atleast help it is stop cross server DF, just make it your sever DF and anyone added to your black list will not get qued. This would solve a lot of the leaving issue right there.

Last night alone, I got 90k'd three separate times when the Duty Finder server kept crashing people (there was a thread about it). Two of them were in Titan Hard Mode and my party ended up disbanded when I was able to get back on.

Why should I have to deal with an hour+ wait for something that is not my fault in the least?
