OP, why would you bring this to the forums? Just watch your damn cut scenes and let the rushers rush without you. They can't kick you so whining on the forums about a non-existing problem is pointless.

XIV has been up for less than a month, most toxic of the community should leave within a few months when they move to other new MMOs.

Heh, I love how when the biggest whiners make suggestions like this they always miss the bigger picture. If they nerf CM you'll see the biggest wave of people quitting in the history of this game since 1.0 and I'm not joking.
I already quit a couple days ago, but I'm merely lurking on the forums for the glimmer of hope that things might improve enough to bring me back in, topics like this however....crush that thought quite thoroughly.

No one can actually stop you from watching the cutscenes you know. lol
On my first run of this place, I did exactly that.. I watched them all. At one point some people died because they rushed ahead, despite myself (a healer!) being obviously still in a cutscene. I chided him a little, and he chided me back due to it being a farming instance, but we came to an understanding pretty fast. Basically I said I didn't want him to die anymore than he did, and the extra 30 seconds it took me was probably not worth our ire either way. I completed the entire thing without much fuss.
Just watch them. If someone complains.. so what? Most of the people in DF aren't even from your server, you're not likely to see half of the people you run into again. And if you do, I doubt you'll remember each other unless it happens in a short span of time. Don't stress a few people telling you to hurry up.
The worst that can honestly happen is someone leaves and you end up having to start over. Sucks, yeah. But then you can skip scenes up to the point you were before. ;p
More dungeons need to drop tomes. Like maybe running lowbie dungeons with a friend! The requirement being that someone has to have never been there before. Maybe then it would incent people to take on new players and teach them.
What a novel concept. Double tokens when taking someone somewhere for the first time. Suddenly groups will ONLY want new people XD

The problem with people being mad that they want you to skip cutscenes is you can go back and watch them at the inn on YOUR OWN TIME, so really the people refusing to listen are the rude ones.
Everyone else waited to get into queue same as you, and you wanna try forcing them to wait longer? What reaction do you honestly expect? Not everyone running CM for the first time care about the lore either, so there's still people who probably waited 45+ minutes to get IN the dungeon and don't really feel like making it take any longer than necessary in case anyone leaves.
Again, look at the bigger picture instead of being worried about yourself. Right now that's the one thing that will likely break this game's community, I mean hell...right now even WoW's community is more mature by comparison.

During the actual CS there are more members in the CS, in the Inn the number of members shown is 1, so if you want the full intention of SE then the only way you are going to get it is by watching the CS during the instance.

I don't like the arguement that you can watch them in the Inn. Especially since a lot of dungeons have a very linear plot, and bosses can be tied to the plot. You lose context, immersion, and it kind of becomes disjointed. Plus I've heard reports that not every single cutscene is in the Inn, so this doesn't fly.
Really are you THAT upset at someone taking an extra 30 seconds between events? It doesn't add up to that much, and no one will EVER die if they actually look at the party list before rushing off. It costs you a little extra time everytime someone new comes along, but never when someone whose done it repeats it. I seriously do not get it AT ALL. I've finished the story, there are no more cutscenes for me, I've done plenty of runs already and have lots more to do. Waiting for the odd duck who hasn't done the story is not that big a deal. You can always do runs with only an LS or FC if you're THAT bothered by it too, because this is never going to change. It's a Final Fantasy, there are cutscenes, people enjoy them, they don't want to stop them dead in their tracks, get confused, possibly spoiled by bits and pieces of things ahead of them in bosses or scenes that flash up before they can cancel it, etc..
This was never a problem in FFXI, and cutscenes were re-watchable there as well.
I was NEVER once rude to anyone in any dungeon I was ever in. The only time people complained to me to hurry up, I was very nice about it and understanding of their situation. If you don't have the patience for a couple of minutes total added to your entire run, you should probably not play an MMO. People are going to be iffy sometimes, new to things, inexperienced, confused, or just plain slow. A couple of minutes doesn't make or break a run and I do not care about it myself, and I'm perfectly fine doing speed runs galore after I've done it normally once.
