    To be honest, they probably are, it just takes a long time for the few people working on taking reports to verify it, and deal with it. Even Blizzard, with all the staff and money does it in waves, because it takes time. Now, imagine all the other reports for gm help with buying the wrong item, user error, random complaining, etc. and it becomes even worse. They've already banned around 1000 people in the first couple weeks, so i'm betting more will be banned, especially once they get done with the gil spammers.
