They do, even without hair. 70's are over, were it was "cool" to look like a wandering temple of pubic lice. x_X
Well.. on a serious Note. I dont see why SE could not implement this feature, for people who really want it. They created some great pieces of facial hair, so body hair should be possible. So +1 to this Thread.

Actually they do, the normal map resolution is sadly just very low on 2.0's character models, therefore the detail is lost.
What is a Normal Map?
A Normal Map is usually used to fake high-res geometry detail when it's mapped onto a low-res mesh. The pixels of the normal map each store a normal, a vector that describes the surface slope of the original high-res mesh at that point. The red, green, and blue channels of the normal map are used to control the direction of each pixel's normal.
When a normal map is applied to a low-poly mesh, the texture pixels control the direction each of the pixels on the low-poly mesh will be facing in 3D space, creating the illusion of more surface detail or better curvature. However, the silhouette of the model doesn't change.
An example of a higher resolution normal map from 1.23 shows that that the detail is there (it just gets lost with the lower resolution normal maps);
The character models for FFXIV are actually very very low poly models, with fantastic work done on applying the normal/specularity maps for each model.
