    Well, I talked with support and they said that lines 1-6 in the Tracert are Time Warner Cable. The rest represents the game server. They basically said it could be firewall on your router, but since I never had an issue till today, it is likely a game server issue and not firewall.

    I asked specifically about throttling, and he said the game was not being throttled.

    I wrote a really good article on testing your internet connection that wont fit.

    Anyway here is your problem:
    9 259 ms 246 ms 248 ms if-2-2.tcore1.LVW-LosAngeles.as6453.net [66.110.59.1]

    That router is choking.

    To test your connection tracert to your destination and then ping a hop close to you.
    eg ping -n 100 <close hop>

    You should get low pings and no packet loss.

    Pinging elswher will only tell you there is a problem. You probably already know that.
