Your last few posts have been about this, and it seems you're misinformed about the whole thing.
1.0 didn't get an extra Phial because we're special snowflakes, or because we bought a "bad" game. Our benchmark data wasn't able to be used to re-create our 1.0 characters, so many of us had trouble recreating exactly what we spent a long time working on. While this means that any new characters we create will now receive two Phials instead of one, I can't imagine that many people will go about doing so.

Could be, but I've seen this sentiment going around in a few other places as well. When in doubt, I'd rather provide the correct information to be safe.
Edit: On topic, I wouldn't mind seeing them purchasable as well, although my main issue with the Phial at this point is that I've locked myself into my race by choosing a racial name. Unless I want to be a Seeker of the Sun Lalafell, which could be neat.
