On topic: I realised that some classes are also lacking gear compared to others, such as Pug getting fewer equips compared with gladiator. Perhaps more variety of NM drops or changing NM gear so more classes can use them efficiently...?

Perhaps SE decided Pug is a lame tank anyways lets just give them no gear, they may also be making new NM's which will have Pug gear.
