SE: Please add cooldown between shouts

Nicely put Lloyd, you explained this a bit more eloquently then i did. For those roleplayers they can use say since they should be in a fixed small area. I think the 300 second cooldown may be a bit extreme but a cooldown of sorts would alleviate the massive amounts of spam we currently have.

If nothing else, it would certainly make it easier to right-click on the RMT names.

I doubt that a mere cooldown would actually stop the spam, though.
