So that's 5 instances of dot damage? or is it 6? Do you get 1 dot tick immediately when you use the ability (A 100 potency hit plus a single 20 potency dot tick at the same time)? Otherwise this would make it a 200 potency attack overall.

I keep it on my cross skills/hotbar but I don't regularly put it up every single time I can. I've read the Rotation Reborn thread. My real world parses disagree with his conclusions. I've tried his rotation of constantly putting in Fracture into the rotation vs me taking it out. I pull 10-20 more DPS WITHOUT constantly using it in there than when I do. The reason for this is, the attack isn't that strong to begin with and also you need to start factoring off GCD buffs/attacks. Dragoons have a lot of them. They may be off the GCD but a lot of them have animations that will clip into the next GCD, like Jump. It's still worth using but it pushes your next attack back by a split second. You do enough of those in your rotation and the problem with having Fracture in there is that you will just barely miss Heavy Thrust/Disembowel most of the time with the last hit of your 3 part combo. Not having Fracture in there means that never happens, and also the DoT application is much tighter.
