The Japanese have more servers then the NA and EU, and they are at 100% able to make characters on any server they want. While there are still 8 servers on the NA/EU side that you can not.

It is just starting to be prime time here.

This morning I looked at the list and all NA servers could have characters created on them, and some JP were cut off.

If you checked earlier you would have noticed that it was completely the other way around, every server was open on NA/EU side and a few locked on JP.
