If you think the people that where AFK where causing the server issues where other players could not log in you are sorely mistaken, if that where the case, you would have still been seeing the QQ threads after the last maintenance, but you didn't, because SE addressed the issue and now very few people have complained about still being locked out of the game. In due time, you will start to see people complaining about the AFK timer kicking them out, in due time.

The problem was: the duty finder server and the cap on concurrent log ins, once these issues where addressed there where basically no issues where in a player could not log in. Even if all the AFK players had logged out, other players would log in and effectively reach the cap on concurrent log ins, so eventually you would have players receive the 'world is full message'. If you noticed after the maintenance to address the duty finder issues as well as the concurrent log in cap being increased there where no more complaints about log in issues. I personally have no qualms with the AFK timer, but to believe the issue with server congestion rested solely on those that where AFK is a fallacy as you can see that log in issues ceased to be an issue after the last maintenance.
