Later it won't matter if you use a credit card or time cards as you will receive the reward Day 1 regardless BUT at this point i think it's only possible to get veteran rewards through time cards. You have to be charged to receive the rewards but as far as I know SE won't charge until our free month is over.
As for the Phial of Fantasia you can change everything exept birthday, god, starting class and name, so a tribe change should be possible.

Not entirely true. My character's eyes creeped me out so when I got my bottle for being a 1.0 player, I changed his eyes to a normal color and it let me change my character's guardian. I chose not to change it but it did let me.

Also, I added my debit card to the automatic renewal and for.some.odd reason it charged me $1.00 I'm not sure if it was to see if the account was real or as a place holder. But it did charge me.

The bottle you got allowed you to change everything, due to 1.0 being a tad more limited than what it is now.

I could be wrong, but I think they are both the same same item. Only giving the option for 1.0 players to have it sooner.
