Honestly, this is your entire problem, right here. There's literally NO reason to stay in Coerthas for FATE grinding after you hit level 38/40. You should be in Northern Thanalan (Ceruleum Processing Plant) or Mor Dhona if you're trying to level up on FATEs, since those zones are actually within your level range (thus, no Level Sync required = problem averted).
