    No its a static gear floor. If you don't have an average of ilvl 49 or higher you probably won't be able to do Ifrit Hard Mode. The gear level is only a block for undergeared people, not overgeared.

    And gearscore is rediculas easy to fool.
    An elitist like the OP is complaining about would have checked gear manually and wouldnt have taken him either way
