Incorrect NPC dialog: local leves NPC

The fact that this NPC would be lying to me by design is a joke as well. I don't understand the rationale here. The issue with the dialog is quite obvious if you actually go through the steps to reproduce it, so it's not like I'm nit-picking about a minor preference of wording or whatever. So why would the NPC be designed to lie to me about the game's mechanics, especially an NPC that's going to be used a lot by newbies? That's like a slap in the face to anyone trying to figure out this damned clunky game.
