If I can wax philosophical for a minute...
Here we a concept of which players "Need" an item and which do not. And we have 2 ways of determining that: The system's way, and the players' way. They will not match, and neither will players way match other players all the time.
So you will always have some kind of situation where system thinks someone should or shouldn't roll "Need" and some or all players disagree. Other MMOs I've played just allowed everyone to roll Need - let the players sort it out that way. But SE thinks we need training wheels I guess? It's not an entirely bad idea, but it will always have this drawback.
That said, this particular instance is completely insane and needs to be fixed. Really? GLD/MRD get two sets of gear (GLD/MRD, and GLD/MRD/LNC) that they can roll Need on while LNC gets zero? (As I understand it, the "Disciple of War" gear can be rolled "Need" by PUG/ARC but not LNC. Could be wrong on that, but unlikely.)
As someone who plays PLD and WAR primarily, I can assure you that I rarely want anything that says LNC on it. Also, the GLD/MRD/LNC stuff seems like it was specifically made with Lancer in mind - to then not allow them to roll "Need" on it is just mind boggling.

dow item with str --> pugilist
GLA PLD MRD WAR DRG with parry/vit --> marauder/gladiator
GLA PLD MRD WAR DRG with str/det --> marauder/gladiator
GLA MRD PLD WAR --> marauder/gladiator
LNC DRG --> lancer/dragoon
this needs to be fixed and fast :S

I had a drg NEED roll on the pld drg war chain chest in AK, so it seems they are working on it, but may take a little bit of time to work it out.
I've had this same issue in Braflox's Longstop. Any scale pieces that drop, I cannot need on while the tanks can. I had heard about this being an issue for LNC/DRG even before the game officially launched. Tanks already have their own set of gear that only they can need on, and I'd be fine if they could also need on scale gear, since it has decent def. But it would also be nice if DRG could Need on it along with them. Especially since I think the steel scale gear looks really good on a drg at that level
These gloves are clearly lancer gear in my opinion especially since GLA and MAR (and their jobs) have ther own set of specific gear. However i just couldn't need this. even though its better. this was the second time it happened to me :s
