Even better, like other MMOs have already done is to just have the option of right clicking name in chat and have a feature "Report as Spam", that automatically blacklists that person and creates a report to Support!

If people have a difficult time getting the spammers' names, try zoning somewhere without spammers, such as the inn, then do your blacklisting from the chatlog before zoning back. Or disable shout channel.
