    And you tried the compatibility mode for Windows 7 (including any versions that mention service packs)?
    Check to see if you can compatibility mode it for Windows 8 as well - strange as it sounds.
    Make sure when doing this that you click the Change settings for all users (bottom of the compatibility tab window). Then make your adjustments, then apply/ok them. Reboot and try again.

    Additionally if you can get a hold of a copy of Windows 7, do a dual boot install and then copy over your FFXIV game files, then install FFXIV.
