To be fair, I haven't seen too much of it in Coerthas. It's the hub cities where that shout spam seems to be occurring pretty much 24/7.
The auto-mute feature is one I also proposed before, back on the beta forum. Whether someone is really a RMT spammer will be very obvious to an investigating GM, so attempts to mute non-spammers could either be investigated as harrassment, or simply result in future reports being ignored.
These Gil sellers/spammers are present during open beta. Now they're spreading like wildfire!

/shout has become a bane. I can't see anything in the general channel because 3-4 spammers are shouting ever three seconds. Not just shouts but paragraph long shouts. Like their trying to keep people from seeing each other's shouts.
Stop buying GIL from the farmers and they WILL go away. As long as the players keep giving them money they will find a way around any and all methods of rooting them out.
As true as this is, saying it is incredibly useless. Most of the people who do buy RMT gil probably do not go around visiting forum threads where people complain about the spam, nor will they care that they're helping to keep RMT alive.
There needs to be an active answer to the issue from SE, rather than a "stop doing it" answer from the players, as that will pretty much never happen.
It's actually really bad!
And the ones that shout a paragraph are so intense and its every two seconds.
I had to report 4 people last night for sending me /tell messages in game offering gil. D:
