Personally, I'd just prefer if blacklisting one character blacklists the whole account along with it, including any characters created on that account after the fact. At least then in order for them to keep it up, they have to pay SE for new copies of the game, and since digital sales are currently halted, it would be especially effective until that restriction is lifted. (At least SE would make a revenue off of them)

^^ This X 100. The most logical, useful, easy to implement solution and thus the absolute last one SE will ever consider doing. They implement in game cash purchases for Crysta I'm history.

Now that is a good idea! Throw in a right click block and an report option (abusing it gets you banned) and give it a confirmation box just to be on the safe side and i would say were good.
SE could also consider not placing people who are blocked/+reported on your normal block list to save confusion and it also means you don't block the whole account of someone in general.

Make it so that you have to be level 10 or higher to use any chat other than /s /w
or /fc. This might not stop all of them but it's a start
Limit the amount of lines in text to 4(mainly for fc ads)
Add of restriction on chat to 10 secs for message and repeat spam extends it
Have a right click on name /report for RMT with confirm box
Investigate any guilds these RMT may be in to see if its a RMT guild
etc, etc

and don't buy gil people, can't say it enough.

Exactly I don't think people should have to blacklist every single character made on that account, once and forget it solution works wonders
