What is the status of these zones? Are they still in active development? Were they in development at the time of release, or were they merely created as names to allow the developers to fill out the world later?

Do the devs have any plans or concept art for these areas that they could share with us? Thanks in advance.

Maybe I should throw in a question for you guys, what do you want to see in these zones? Player housing? Something else?

I suspect it's for player housing. Each city has a couple of zone lines that can't be accessed. One is for the airship docks and there's another like the ones the OP mentions. Ul'dah has a zone line that looks like an entrance to a mine too. I'd guess each city has a dungeon zone line built into it as well.

I want a house that I can gradually EXPAND and make bigger (maybe have a quest line of sorts where the city gives you more rooms or something along those lines)

It will probably just be an instance. Much easier to develop than thousands of player run houses that you can run around. That would be like designing another city and would need to have so much copy and paste. But it will probably be better housing than XI had.
