Since when were they lifting that restriction?
Logins and creations limited after maint to make sure the servers done explode. Go get some sleep, go outside, play another game, and try in a few hours.

Many previously locked servers are now unlocked. You just happen to be on a particularly packed one. Server transfers open sometime in september; perhaps you should tell your friends to start on a less packed server, then transfer to play with them when it becomes available.
The general happiness of the server at large > the personal happiness of you and your friends.
Unfortunately it seems the legacy servers are particularly full. I think they underestimated how many legacy players would have bunches of friends joining them. I myself still have two people that can't get on to play with us on Excalibur. It sucks, but what can you do? Raging won't help matters.
An unfortunate consequence all online games face. You can't have infinite players on a single server and thus restrictions are placed on them.
All I can say is that if you intended to play with your friend you should have done it sooner.
Blizzard had at one time 12 million players and never restricted Character Creation.
They didn't mess up anything. You're the one that chose one of the biggest servers, that is your own fault. You do know that is the reddit community server, right?
there are some worlds which are full from the start of early access till yesterday (such as Tonberry) but it's open today
some of legacy servers are open too (such as Masamune)
Firstly, of course WoW had limitations on the number of players per server. Secondly, quoting that number is meaningless. It took years for them to reach their peak, they had considerable time to continuously improve their capacity in line with the rate of growth of player numbers.
