Playing as Archer, the hunting logs but doesn't let me advance to the next rank??

I'm lvl 18 and finished rank 2 of the monster to kill but now it doesn't even show rank 3
is there a level requirement?

Hunting Log unlocks once every 10 levels.

You need to be level 20 to unlock next rank. Same thing at 30 and 40.

You need to be 20. The log works in increments of 10 (First log 1-10, 2nd 11-20, etc. )
