    Legacy characters are from version 1.0, for everyone that played in the original version you got to keep your characters.

    A legacy player is a player that payed the subscription for more than a month in FFXIV 1.0
    Anyone that came back was allowed to keep their toons from 1.0 which is why there is a bunch of 50's running around
