The world is restricted to 5000 players at one time, if 500 are AFK that means that 10% of the players logged on are not doing anything. If you do not see that as a problem (from a business standpoint of attempting to provide good customer service) then I don't know what else to tell you. So while it is not a major problem. Using your math: 50 worlds x 500 people = 25,000 people logged on are AFK.

That is 25,000 people that are upset they could be playing that are unable to. Which (at $10 a month) is roughly $250,000 (or $3 million a year) in lost revenue if those people get upset enough to leave.

I am currently logged on and waiting for the 1:00 AM unspoiled mining spot to pop (sorry to those who aren't). So this isn't me griping about not being able to log. This is about me explaining why it IS a problem.

I'm on Balmung (Legacy) and it is a problem all day. Guess your world doesn't have as many people attempting to log in. So while I am happy for you, don't assume because your world isn't that way that the other 49 must be in the same situation.
