That is no excuse. A planned maintenance is just that, a planned maintenance. It has to take the customers into the equation when determining the best time. This is different from emergencies.
However, there isn't really a good time for NA/EU due to different time zones, but a compromise can be found at 1am PDT as not many Europeans play during the morning.
