you'd think a baby would be able to tell that if a country as freaking small as Japan needs 20 servers, NA/EU that are also housing players from other countries outside NA and EU would need waaaaaaaaaay more servers... But no~ Japan is big country!

it just amazes me that STILL companies making mmo's don't anticipate for his sort of thing. I mean seriously! you're making a huge mmo, you've done 4 beta tests, plus you've had the experiences from 1.0 how hard can it be to implement enough tech to not encounter these sorts of problems when the game is officially released, take everyone's money and say you're "sorry" a million times
oh well lets just hope elder scrolls online wont have the same issues lol
The JP-region servers are no more "Japan" servers than the NA/EU-region servers are "Canada" servers.
But other than that, I agree that SE definitely made some mistakes in the server count area. (Or maybe there were other reasons they stopped at 25 each.) Either way, JP region needs more, and NA/EU region needs lots more. Plus hopefully SE will provide some way to allow people split across worlds to finally be able to play with friends, guilds and family members like they had intended all along.
