That's an interesting thing to know, that regen draws hate per tick, rather than a constant value on cast as enhancing magic in XI.
And if that's mmo healing 102, then it's understandable how players coming from XI wouldn't know this.
If this happens your tank sucks, thats about all I can say, No healer whether whm or sch has ever pulled a mob off my warrior so far, mind you paladins suck at keeping threat from mutiple mobs so if it was a paladin I could probally see this happening if they do not spam the hell out of flash, since until level 50, this is really their only means of getting aoe threat reliably.
I wouldn't say it's obvious, a lot of MMOs promote healers putting out HoTs before the pull so they can be at full mana with healing already being applied.
However, yes, FFXIV counts overhealing as threat as well. So use your heals efficiently and wisely! (Such as not using medica if only 2 people are hurting.)
Granted during bosses the tank will eventually push way ahead of you and you can do what you please.
Lower levels healing will draw hate easier for one tanks don't have there full ability list to grab lost hate quickly (taunt ect). Plus you factor in that one cure does close to 40% of there hps and if it critical heals like 60% of tanks hps in one cast thats alot of hate to try to get back early on. Later levels tanks not only get around 4-5k hps and have all there abilitys to help them hold threat, but cure does like 800-1k (only ruffly 25-30% of there total hps). In short yes early levels its alot easier to pull hate from tank then later levels.
