    Aside from the expansion of the data centers for the existing worlds, and adding new worlds, and allowing for character transfers to lower population worlds, they've also stated that, should this not be enough to alleviate the problems (which it should), they'll be adding in an auto-booting command for players that have been idle for more than 10 to 15 mins.
