Make sure you login BEFORE you fill in the form, then you can see your tickets after you login into the Support Center.
At first I was like you, filled in the form but can't track down my ticket at all, then I realize I need to login first before I send the form.

Click on "Billing or payment issues" , and then click on additional assistance, you'll know what to do next.

I forget the original poster on the board pages back but here the instructions they put up. Just follow them and make sure you log into the support site.

Okay here's what I did to get to Live chat

from there go to Billing or Payment Issues
It will bring you to another page and click the Additional Assistance button on the bottom
Now it will bring you to a new page with drop down menus
I put Account/Billing in the first one and Registration Information for the second. Put in your contact details (I put my email) and hit next.
It may bring you to a new page where it says it can't help you at this time just click next and it should bring you to a Contact us page with e-mail and live chat.
Sorry if this is at all confusing I suck at explaining

Yeah I realized I made that mistake, but I do not want to submit another ticket to make the bad situation worse. I will just give them another call tonight.

For EU there is only 1 option which is to email support, wonder if this will help those in EU get their problem resolve faster.
Hello everyone I had the same problem as you all and i'm here to tell you it has been fixed. I submitted my ticket yesterday about 15 hours from this posting. After reading over 100 pages of this thread I wanted to try and talk to SE myself. I was never able to get through on either NA number that has been listed in this thread after trying 5 times each. I then decided to try and use the live chat. I had seen multiple people saying they waited for hours and the chat closed on them so I opened up 3 tabs of the chat and waited. The first two did not go through but the third one did and I was able to speak to someone on the live chat. I gave them my ticket number and he told me it would be escalated. Now only 7 hours later from our conversation it has been corrected. I did not receive an email but after logging in and seeing my CE items in the mail and checking on mogstation it has been done. http://imgur.com/Vwezyok
