It's funny, I knew it was bad, but once you compare it side by side with other FF games, it is shocking how dull everything looks.
Here's hoping SE is paying attention to this thread!

Gotta agree with the OP, anyway. I have very little attachment for any of the cities...
I would also like to point out that holiday events really add color to the scenery. I was mildly dissapointed with the easter event just because the decorations are in one spot only, where as we had sakura trees and fancy paper walls all around for the last event, and xmas was nicely executed as well. But having the cities monotone and relatively bland just make the holiday events pop out that much more.
It's funny how people tend to be like "get that realism out of my fantasy!" yet FF games were, while fantasy rpgs, tend to be realistic in the sense you can actually feel apart of the world. None of the FF games had bright rainbow puking unicorn cities, only a few of them had a city, side city or event place like golden saucer that was 'bright and vibrant', the rest were generally neutral colors.
