no the logical thing to do isn't add a "wait list" to get on - it's to remove those not playing.
Real simple formula to follow, or as complex as they want it to be to determine if a player is "idle" or actually playing. Spamming the same skill, or moving in circles, or jumping constantly is easily enough detected as "not really there despite doing X" and as long as it's intelligent enough to figure out normal "spamming a skill "combat by mixed movements or exp gains - there won't be any issues with "normal players being kicked for being idle"
Auto-kick programs have existed for years, ever since Online gaming really started up - why in the world would you overlook such a basic feature?
