What if the JP DC are SE's own DC? Then then can just increase the capacity to make new server. It's house made so it is easy to make
What if the DC in Canada is a third party's and they are struggling with them on many levels: failure, lack of communication, not reaching SLA...
I am not saying that IS the case, because I do not know more than you but I make assumptions because I worked in a company providing DC and network services and I know how it can be a hell when it is not your own team managing everything and the people on the other side do not have your SLA. Maybe they are currently trying to find a new provider and can't announce anything as long as nothing is signed? maybe they are still trying to fix issues with current provider... we don't know but yes: JP DC will ALWAYS be easier to fix if they are theirs while USA ones are rented.
it has nothing to do with preferring JP audience to USA audience. It's purely technical.

My bad, click on the square enix account button, then "about crysta" in the left hand menu, inside it will tell you about using ultimate cards to purchase crysta and provide you a link to the service where you redeem them. I thought they had added the ability to direct add it in the SE account page, I've never used it as I've always used a credit card. I was wrong in this case, but I'd like to point out it took me a whopping 1 minute to figure out how to add it all on my own.
Also I must apologize, I misread your question and overlooked the "today" in it. Camate answered your question about being able to add time today but it requires you to actually look at what he said and apply a little bit of good ole logic. Note that he said crysta and credit cards would not be billed till the free period had ended. He also stated that adding time through cards for North America is accomplished through using those cards to purchase crysta. That means you don't apply the cards directly to your account so no instant credit, that makes it apparent that in other regions you can add the time directly to your account.
So in North America, since you can't bill your card or crysta today and you can't directly add time... YOU CAN'T HAVE YOUR VETERAN REWARDS TODAY.
It's annoying; yes, but really it just means you have to wait a month to get some cosmetic extra's because they aren't on sale here yet.

Even if the new servers are exclusively Japanese, there's *nothing* stopping any registered FFXIV user from joining them.

Having to wait to pay doesn't really mean they have an advantage it just means they get their cosmetic crap a month before us, they won't level any faster, get bonuses in dungeons or get super powerful items in their mailboxes as a result of this. Is it fair that they get them first? No, no it isn't... but it's also pretty minor as far as issues with this game goes right now. SE has historically had all kinds of issues with NA payments and I'm not surprised they're playing it safe on taking people's money early.What I mean is since he stated that US cards only apply to cash in for crysta it means we need to wait to pay the 90 days in order to get our bonuses, while in the other hand he's talking about Time Cards which automatically pay you 90 days play time so you can get the rewards before the 90 days are up.
It's because you have not paid yet. You will pay when the charge the first set of fees after your free time expires. Your free time will expire in either 14 days if you are a 1.0 account holder, or 30 days if you purchased ARR to play.
The reason he has them now is that he paid in time cards from a retail store, because he paid already, he recieved his rewards already.
